Republicans can't really block anything. Democrats hold all the cards and have all the majorities. It's the Democrats that aren't getting this done. No need to blame Republicans on this one.
A Democratic "no" vote and a Republican "no" vote count exactly the same.
The Democrats who are dragging their feet are doing so either for philosophical reasons, or because they are bought and paid for by the insurers. The Republicans are doing it for reasons of pure politics -- they've admitted as much.
